The Role
The CEF Team will identify, lead and champion education and training needs for the multi-professional Primary Care workforce, to grow, support and sustain the development of skills, knowledge and expertise of the staff members now and for the future.
The initiative provides an infrastructure across PCNs that enables interprofessional placement of learning leaders, ensuring sustainability for the current and future workforce, whilst developing a great learning environment that enables best practice, quality placements and excellent patient experience. This helps grow our workforce and enables recruitment, retention and resilience through career development.
CEF Leads work alongside the KMPCTH to inform the needs and shape the support provided to their Primary Care Network (PCN).
There are 3 different CEF profiles:
- Medical CEF Lead
- Multi-professional Clinical CEF Lead
- Administrative Lead/Coordinator

To support your strategic workforce planning, here are some resources to support you to do a ‘deep dive’ into your workforce and your population’s needs so you can determine your needs, gaps and priorities. Workforce Planning
All practices in Kent & Medway can work with Karen Hardy, Public Health Specialist, to conduct a workforce planning exercise which will capture data on the primary care workforce to understand workforce risk, estimated population growth over the next 20 years, prevalence of top 4 LTCs in practice and areas where your PCN is above England average. To arrange this, please contact Karen: karen.hardy12@nhs.net
Talent Management:
To support your workforce plan, we encourage you to conduct a talent management review with your primary care staff to understand their current development needs, and future aspirations. Population Health Review
You can access your PCN profile data to consider the needs of your local population in order to inform your priorities and planning.

The Strategic Workforce Planning Process – Template (click to download is a practical tool designed to help your Board and/or CEF team take the insights from your Workforce & Population Deep Dive (Step 1) and turn them into meaningful, strategic decisions for your workforce.
This process supports you to:
- Conduct a high-level strategic review
- Identify and agree workforce priorities
- Align planning with emerging population and workforce trends
We recommend using this template 1–2 times per year to stay proactive and responsive. The process is simple, flexible, and easy to facilitate, whether you’re leading the conversation yourself or working as a team.
